The rule, before the ranking. A utility is credible for a new campus when it already serves campuses like yours (up to 3 points: one per campus on file, more MW counts more), it has a published large load tariff or contract terms on the record (2 points), its reported queue is not already many times its size (up to 2 points: the reported queue in GW against the customers it serves), and it is the right kind of company for the load (1 point for a wires or vertically integrated utility over 100,000 customers; generation only companies and market operators are not candidates). Eight points is the ceiling. Ties break on customers served. That is the whole method; there is nothing hidden behind the number.
